Does clear prostatic fluid still contain sperm cells?

Prostatic fluid by itself should not contain sperms but due to the common route fluids from seminal vesicles and prostate entering the urethra then the fluid coming out from the penis is not exclusively prostatic fluid so the presence of sperms can't be ruled out. Precum is one example of that mixture.

It can because what comes out of the urethra can be mixed with the contents of the seminal vesicle ( which harbors the sperms) near the prostate
