It is very unlikely you acquired your chlamydial infection from the exposure described; hand-genital contact does not transmit STDs. You could have been carrying chlamydia for months or even up to a year. In any case, HIV also is zero risk from hand-genital contact or penile contact with breasts or any other areas of the body except by insertive sex.
