Go for an evaluation by a Urologist. It is likely a simple office-based procedure can provide some loosening of the foreskin so it can be fully retracted.

The cure for phimosis is circumcision. Your best choice is weight reduction if you are so obese that you can not see the glans. Good luck

It is imperative that you see a doctor, preferably a urologist for an in-person evaluation. Do not force the foreskin with either flaccid or erect penis. Consider losing weight, not easy, but important for your general health.
