It would be prudent to see a doctor. A simple surgical procedure can treat the issue permanently. Do not force the foreskin.

Phimosis is inability to fully retract the foreskin. Only use that for irritation of the skin not to treat phimosis. If the area is inflamed pl see your doc or a Urologist for proper diagnosis and treatment,
