Maybe not: If a bit of foreskin is stuck onto the glans (on an older child or adult, NOT on a baby or young child), it is usually easy to fix at the primary care doctor's office. Usually, it just takes a firm, steady, strong tug... and bingo, the foreskin peels off (with perhaps a brief squeal from the owner of that foreskin).
