Fellatio is nearly zero risk both giving and receiving. If the penile partner has HPV, the average risk of infection to his oral partner is around once for every 10,000 exposures (i.e. it could take 27 years before virus transmission happens). There has never been a proved case of HIV transmission oral to penis, with risk estimated at 1 in 20,000 (up to 55 years before transmission might happen).
