Withdrawing the foreskin to wash underneath when you take a shower or bath is part of good hygiene. There is no other reason to withdraw the foreskin even during sex (though it often happens). Most find it uncomfortable and leaving the foreskin retracted runs the risk of phimosis, a very painful condition where the foreskin strangles the head, swells, and can't be brought forward.
