Circumcision: Usually if you had had a circumcision your foreskin should not be covering your penis at all. It would be good to see an urologist in order to find out what else might be going on. The only way to tell at this point is by taking a look at it.

Perfectly normal...: Your described penile configuration with/without erection is perfectly normal. You may wonder if you need circumcision. Generally speaking, it's unnecessary to be circumcised as long as you have no problem to retract for cleansing to keep up good topical penile hygiene. In fact, many studies on uncircumcised men have suggested the uncircumcised have a higher sex satisfaction than the circumcised.
