No, it is not torsion, that motion you observe is a cremasteric reflex. You just have an overactive cremaster muscle. There is no known cause for why the cremasteric reflex is exaggerated in certain boys.

No. Torsion is a sudden painful occurrence, it does not come and go. wear a good support underwear.
