From your description, almost certainly not herpes. If you are uncircumcised, probably balanitis -- the medical name for inflammation under the foreskin. Some balanitis is due to yeast, others various bacteria, and others "nonspecific". Likely it will clear up with hygience, -- retract foreskin and wash with soap & water a couple times a day. See a doctor if that doesn't work.
