Probably not herpes: Herpes doesn't cause this sort of problem, especially when it lasts several months. This sounds like garden variety fungal (yeast) or nonspecific balanitis, very common in uncircumcised men. Probably not caused by hand sanitizer, even if that was just before the problem started. Retract foreskin and wash 2x daily w/ soap & water. See a dermatologist if it continues after that.
