Public health...: A "country" is more interested in public health, but a "person" is interested more in personal health. They are equally important, so both should be done. A nation-wide screening program's job is to use available tax dollars to get the most benefit to the most people, but will not find every disease in every person (that is not the nation's goal). A person's own doctor does the other exams, tests.
