No: The answer to your question is "no". Cysts are not normal on the labia, but they are quite frequently seen there. The most common one is called bartholine cyst that does look like a nodule. It doesn't normally burst unless infected or very tense and has no way of growing than just to burst.

Not normal but...: It's not unusual for a woman to get a cyst in vaginal area, such as a Bartholin's gland cyst, which gets infected and bursts. It would be a good idea to see your primary physician or gynecologist to evaluate what your problem is.
