Retract your foreskin (when not erect) gently and clean all smegma with soap and water. Gently retract foreskin as far back as you can without discomfort daily and then bring it forward. Do this everyday till the foreskin can be fully retracted and looser. Never leave it back. This way in few weeks you will have a supple foreskin and no smegma. Use baby oil for lubrication if needed. Your still young enough to get circumcised to avoid this problem. If not, than constantly keep area clean with soap and water and an antiseptic solution. Personal and oral hygiene are important at your age and any other age.
