Probably not serious: For sure this isn't herpes. I suppose it could be HPV, but a new HPV lesion would be rare at your age of 39. There are many possibilities, and the large majority of skin problems of teh penis are not STDs and aren't serious. Since two doctors apparently aren't certain, consider seeing a dermatologist.
