Maybe normal: This definitely isn't herpes, which does not cause hard white bumps. All herpes lesions change appearance over a few days, from red bump to blister to sore; anything that doesn't change for a few days cannot be herpes. This also doesn't sound like warts; I'm guessing he just has prominent (and normal) sebaceous glands of his penile skin. If he's always had them, forget it. See doctor if in doubt.
