Not enough info...: Without a direct look these spots, it is surely hard to give right diagnosis although sebaceous glands or pearly penile papules or foreskin-related rash, etc. may be. Clinically, if not increasing in size & number, not changing in their look, and not hurting, they are probably nothing serious; if so, leave them alone and see. If not, to to be re-evaluated in 6-12 months is reasonable.
