Not an STD: Without urethral discharge, the chance of any STD is very low. STDs rarely cause such burning etc without discharge. Oral sex is particularly low risk, and virtually zero risk for chlamydia or mycoplasma. Any STD you might have had would have shown up with testing, and that it continued despite ciprofloxacin is additional evidence against infection. Almost certainly nothing serious. Maybe anxiety?
