Consult doctor: You may have phimosis or other condition causing this condition. A primary care doctor or urologist will be able to evaluate properly. Circumcision is sometimes the easiest way to treat this.

Slowly retract: Generally we have boys when they are 6-7 yo start to slowly retract their foreskin everyday so that over time it retracts completely and without pain. As a young man you can try the same slow and steady method every day. Pressure to pull back so you can see the opening retract on the head. Somtimes if the opening is really tight special creams can be prescribed by your doctor to help

Sounds like: You may be suffering from phimosis, which is where the foreskin cannot be fully retracted over the glans(head) of the penis. Your best bet is to see a urologist as they may suggest possible stretching, steroid creams and/or alterations in your sexual habits. It is possible that surgery may be suggested/necessary.
