Consult urologist: You can tell that you have phimosis if foreskin can not be retracted. Foreskin & glans penis would be swollen, red & tender if you had balanoposthitis (inflammation of both foreskin glans.

See urologist...: It would be most reasonable for you to see urologist to figure out what is the significance for the multiple-layered concern in your foreskin so to decide if continuing conservative care or under taking circumcision as the definitive measure of long-term care. Clinically, without a direct look, an accurate Dx is not easy to come by. So, go to see urologist timely.
