I get a rash in my neck and anus area, almost every time before or into my period. could it be that i am allergic to my own hormones?

Unlikely: It's unlikely that you are allergic to your hormone. It can be coincident since many skin rashes problems can recur periodically and may be aggravated by different factors. Also a rash needs to be looked at to know what it is. The best way is to come see your local physician.
