Short version: no.: By definition, fibromyalgia involves all four quadrants of the body, and usually it comes along with changes in sleep. No simple physiologic neck problem (like a herniated disc) can do that, typically. Get healthy sleep, never nap, daily exercise, and talk with your doctor. It can be important to remember, unfortunately, that more than one thing can be wrong - fm and your neck as a secondary pain.
