Permanent : Symptoms are permanent and temporary symptoms are temporary. That is the only difference.

Timing: As you probably figured yourself the difference is purely the timing and amount of recovery - if no recovery occurs then the damage is permanent. In general there are no different symptoms but for permanent damage the damage does not recover.
