Two rules: a shoe: Must be appropriate for the activity and must fit and feel comfortable. You still need good support to increase the surface contact area of a more rigid high arched foot. Add on a sole with good shock absorption. And be carefeul about how tight the laces are tied over the instep. Too tight can cause a great deal of discomfort.

Not necessarily: The most important thing in any shoe is support for the arch. If the arch is too low it may not give enough support. If it is too high it will be uncomfortable. Try to find a boot that has a removable arch so you can take it out and examine it and also try it out to see how it feels. If it feels supportive and does not hurt, then it is probably right for your foot type.
