Absolutely: I treat many ganglion cysts in my practice and they truly present with a range of hardness, from soft and jelly like, to rigid and almost bone like. Depending on where it is they can be painful but not always. I would have this checked out however to confirm it as some bone tumors present with superficial growth.

Yes: Similar to a water balloon, a ganglion cyst has an outer wall and filled with a fluid (typically from joint or tendon). Like the balloon analogy, if it is filled to the limit of the outer wall's volume, then the cyst will feel "as firm as a bone." often the doctor, depending on location, can prove that it is fluid filled by transillumination or aspiration.
