Depends.....: First, the etiology of the cough and "fluid" needs to be diagnosed. For example, the fluid could be from congestive heart failure or be inflammatory sputum from acute bronchitis or an asthma exacerbation. All of these etiologies have different treatments so see your doctor so your cough can be diagnosed and then the correct treatment rendered. If you are short of breath, go to the er.
