Allergic Shiners: Hello, allergic shiners are related to a swelling in the nasal passages that cause a blood flow stasis in the lower eyelid areas. These medications and therapies may help but would require time. Seeing a dermatologist may be helpful for a good skin care plan to eliminate or reduce this problem.
