No: Even diabetics have normal wound healing. Sugar doesn't impair it. In fact on open wounds sugar is hyper osmolar and prevents bacterial overgrowth.

Yes: If you are diabetic, it is very important to keep your blood glucose controlled. If your blood sugar is elevated, healing will be delayed. If your blood sugar is over 200 your body likely won't be able to heal at all.
