The whole kinetic chain is effected including at the knee and remote from the knee such as the hip abductors that control your pelvis with standing. As you do rehab and time from the surgery passes you should expect better control and less, "give out".

No, its not normal.: Depends upon the severity of the initial injury, the extent of the tear and presence of other lesions in the knee. You need to check it with your doctor as it may still be healing.
