Probably OK: Assuming your child is under two has no scalp swelling, is behaving normally, and no loss of consciousness, she is likely ok. Question is whether a ct is warranted--right now no. However, if any changes in behavior or vomiting, take her in.

Difficult question: Difficult question due to knot enough facts known. It is always safest to have a baby with concern of a head injury to be assessed at er. That being said, no loss of consciousness, no vomiting, did not hit head, more than likely okay. However, if prior bleed or head injury, this increases chances of further injury. Difficult for us to say from this side of the computer, but safe is better.
