Is having authority issues a common thing with people with bad ocd?

Possible: Some ocd sufferers have issues with control and are highly anxious when anything or anyone threatens to alter their world. This is not easy to deal with because treatment is also tough in these cases. However, if treatment gains are made, often people relax and are much more easy going and open to trust authority.

It may be related: Ocd sufferers can be rather particular about how they see the world, work, systems, life, and relationships. So either being in authority or responding to authority figures can be problematic. Learning strategies and scripts that help to diminish the negative interactions with others is important for managing ocd.
