Both over and under: Lymph drains from every part of tissue , you have lymphatic over the clavicle and under what you have may not be lymph node , may be fatty tumor lipoma, let your doctor examine you for lyymph nodes in the neck , may need additional tests and even biopsy.

Check with your doc: It can be both. Check with your doc asap. You may benefit from a needle aspiration. Tb? Or something else? Check asap.
