Do lymph vessels sit directly on top of the collarbone or under the collarbone? i have hard lumps that are movable and sit on both l & r collarbones.

Both over and under: Lymph drains from every part of tissue , you have lymphatic over the clavicle and under what you have may not be lymph node , may be fatty tumor lipoma, let your doctor examine you for lyymph nodes in the neck , may need additional tests and even biopsy.
