Poor blink reflex: Following bell's palsy, there is usually excessive dryness due to exposure and an incomplete blink. It is very important that she see an ophthalmologist who can recommend ways to keep the eye moisturized. These include using preservative-free artificial tears (found over the counter) every hour. For the vertigo, usually time helps...But if it continues, she should see an ENT doctor.

Poor closure?: I agree, but with bell's, it is also possible that the eye isn't even closing all the way. If that is the case, artificial tears may not be enough and surgery might be indicated. Your friend needs to be evaluated by an eye md.
