No: Fleas do not carry this virus.It is carried by warm blooded animals, primarily infected skunks, foxes and bats in the us in their saliva.

Not Rabies: Fleas can carry tapeworms ; murine typhus. In some parts of the world to include the southwestern United States they can carry a bacteria called yersinia pestis which can cause bubonic plague.
