Yes, sort of...: It is impossible to specify the area of fat loss based on a particular exercise. Cardiovascular exercise like jumping rope, if done for long enough and if paired with proper diet, can lead to fat loss and thus weight loss, but the fat loss likely won't be primarily from the inner thighs. Your best bet is diet and exercise for overall weight loss, and you will lose some of that inner thigh fat too.

See your ortho Dr.: It is dangerous to speculate about which muscle might be injured until you are examined and further history is taken. If you are in good shape and the jumping is mild, it could be a simple strain, but muscles and tendons are fragile in other circumstances, for example if you are a "weekend warrior.".
