Yes, but: If you have a completely stuffed nose or are constantly coughing, it could make any dental procedure more difficult and take greater time due to the need to stop to allow you to breathe comfortably or stop coughing (quick movements could prove dangerous with a dental drill in your mouth!). But think of the dentist and personnel, why expose them to your cold germs?
