Sooner the better: It used to be thought that wounds not closed in the first 6 hours should be left open. This causes significantly more scarring and therefore no longer is held true. The answer is as soon as possible.

I depends: If the injury is clean that is to say it happens in a clean environment and is wash and cover with a band aid i would consider closing the injury the next day. If it is a animal bite or an injury outdoors then it should be attended to asap.
