Rash: People often want to assume it is a bug bite when that is not always the case. A rash is best evaluated in person by a doctor who can truly determine if a biopsy or specific treatment is needed. Many insect bites/stings can lead to the reaction you describe but it would be best to have your doctor look at it.

Serous fluid: This drainage is probably serous fluid; it's usually not a worry and often occurs after intensive scratching. During sleep people will often scratch itchy bites without recollection of having done so. I am prone to do this to bites on my ankles with my toenail. If excessive redness or pus (milky fluid) occurs, see your doctor. Cortisone cream helps with itching. Bandaging at night can help too.
