Either but: Citalopram can have a mildy sedative side effect, so often if you are having difficulty sleeping with anxiety or depression, it will be recommended to take at bedtime, but it can be taken in the morning as well.

Celexa (citalopram): As tolerated, usually once a day, but some can be given lower dose twice daily which in my experience seems to be tolerated better, not to exceed 40 mg. Daily dose.
