Nasal congestion: You can use a decongestant and a saline nasal spray to ease your symptoms but ultimately you need to see an allergist to get the problem fixed.

Sore throat: If you have an acute infection, decongestants in the short term will help you breath, but they may keep you up at night. Alternatively, decongestant nasal spray would help. Another easy fix is raising your head in bed. If it is a long term issue, i wouldn't use decongestants as they can raise blood pressure. I would consider seeing you doctor for this problem if it has been going on a while.
