Not usually: An injury to both the penis and scrotum can cause discoloration to both organs. However, a hydrocele should not affect the penis in any way except to hide it by mass effect if the hydrocele is large enough (i.E soccer ball sized).

See your doctor...: You have multiple urologic complaints: penile pain and discoloration, and testicular pain. I would recommend seeing your doctor and having a physical exam including a rectal exam. A urinalysis and urine culture can help diagnosis a uti. You may need to see a urologist.
