Midday spring&summer: We can only make vit d from uvb rays & the sun has to be at least 50 degrees above the horizon for these rays to reach us. It depends on where you live but in most of the us the sun is never that high in fall and winter months. In spring and summer the sun is that high in midday- in late june it is that high from about 10-3, shorter times closer to equinoxes, see comment for more details:.
