Yes it can : Ptosis and inability to close your eyes completely (i.e. Lagophthalmos) are two different issues. If you are having blurry vision you should see an ophthalmologist. Aplastic or an oculoplastic surgeon can repair the ptosis for you there are different options.

Yes: Ptosis, or drooping eye lid, can be corrected by various surgical techniques. However, if your eye is not closing completely, be cautious. Most ptosis surgeries will have a high risk of making the incomplete eye closure worse. A severe dry eye from incomplete eye closure can lead to blindness and may be much worse to live with than the ptosis. See your eye md specialist to discuss.
