Diffucult: Sorry for your brother's problems. Depends on the degree of cirrhosis and associated problems (jaundice, ascities, coagulation, etc). May need to go to a major medical center or university medical program for detailed evaluation to help identify risks & options. May also start with a medical oncologist to review his treatment options & risks. Rectal cancer may be treated with chemo-radiation first.

Second opinion: I would start with a second opinion. Cirrhosis does increase the risk of surgery substantially, so their concern may be well rounded. There are other ways to treat colon cancer short of surgery, included target radiation therapy. A regional center would have a multidisciplinary team that may be able to give your perspective on treatment options.
