A doctor has provided 1 answer

May be spinal cord: When there is a problem with the spinal cord in the neck which affects the posterior columns, an irritable phenomenon called lhermitte's might occur. This is a nonspecific sign of several problems, so if this gets more persistent and your arms and/or legs get numb or weak, best to get this evaluated.
