It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. It is likely to be due to dry skin. Use an emollient like Vaseline. This may simply be a superficial nerve which becomes irritable at times. Since you don't experience increasing or more widespread tingling discomfort, multiple sclerosis doesn't seem likely. If you still have concerns consult a neurologist for evaluation and advice.
