Can living on a tropical island increase or decrease risk for skin cancer?

Skin Cancer and Sun: Increased exposure to ultraviolet radiation from the sun is a risk factor for developing skin cancer. The distance from the earth to the sun is less in tropical zones and exposure to ultraviolet radiation is generally higher than in temperate zones.

Probably increases: A major risk for the development of many types of skin cancer is sun exposure. Presumably the duration and intensity of sun exposure would be higher on a tropical island and would therefore increase your risk.

Depends: Skin cancer is related to intensity of sun exposure. length of exposure and the susceptibility of the individual. If you have moved from highly sun bathed area, to a tropical island that alone might lower the risk. If you have moved from a shady or cloudy area, then the risk might increase. Will you spend most of your time under a palm tree, or out in the open?
