Yes: The bursa of the knee can be inflamed without necessarily causing visible swelling.

Yes.: There are multiple bursa of the knee: patellar, pre-patellar, pes anserine bursa, and several other you can see on the attached image. Except for pre-patellar bursitis, most do not see swelling, although they feel bursal pain. Bursitis is arthritis, because it is inflammation at or near a joint!
