Depends: As long as your baby remains active, feeds or drinks fairly well without running fever, watching for 2-3 days would be reasonable.

Cold: Sounds like a viral infection, use a saline nasal spray to aid his congestion and over the counter tylenol (acetaminophen) if he has a low grade fever. If the symptoms continue beyong 3 days, take him to the doctor.
