My daughter was detected with very high red blood cells at 1 and 2 years. we have not checked that since and she is 6.5 years now. any issues?

Need to check: We don't know if there are any issues because it has not been checked again. I would recommend a cbc; and if it is still elevated the doctor may recommend a consultation with a pediatric hematologist (blood specialist).
